In the event that the Head of Hogwarts School of Witchcraft and Wizardry is unable to provide a suitable candidate for a teaching post, the Ministry of Magic will appoint a person to fill the position.

The post of High Inquisitor is established at Hogwarts School of Witchcraft and Wizardry.

The High Inquisitor shall have the power to inspect all teachers, place upon probation, and dismiss any teacher not performing up to the standard required by the Ministry of Magic.

High Inquisitor of Hogwarts

All Student Organizations, Societies, Teams, Groups, and Clubs are henceforth disbanded.

An Organization, Society, Team, Group, or Club is hereby defined as a regular meeting of three or more students.

Permission to re-form may be sought from the High Inquisitor [Professor Umbridge].

No Student Organization, Society, Team, Group, or Club may exist without the knowledge and approval of the High Inquisitor.

Any student found to have formed, or to belong to, an Organization, Society, Team, Group, or Club that has not been approved by the High Inquisitor will be expelled.

The High Inquisitor will henceforth have supreme authority over all punishments, sanctions, and removal of privileges pertaining to the students of Hogwarts, and the power to alter such punishments, sanctions, and removals of privileges as may have been ordered by other staff members.

Teachers are hereby banned from giving students any information that is not strictly related to the subjects they are paid to teach.
